Community Development
The community development sector of UCARE has a focus on uplifting high-risk neighborhoods and individuals experiencing low, marginal living quarters, drug abuse, homelessness, and human trafficking. The commitment to increasing the livelihood of these neighborhoods will be met through events and programs that target holistic health and well-being, community service, lot revitalizations, and next-stop treatment for individuals who are looking to overcome their drug dependency and/or the impacts of human trafficking.

Education
The education sector will focus on both children and adults. The education system in Baltimore City faces a long list of challenges including budget cuts, difficulty finding quality teachers and more. Although the graduation rate remained at the same level as the prior year, the dropout rate for the 2016 class was noted to increase to 13.2% from 10% the year before. Large cuts in funding have further impacted class sizes, after-school programs, art and technology enrichment programs. UCARE is committed to education as it is important to give people the skills and tools they need to navigate the world. Activities and events to further education efforts will include college and job fairs that will span various occupations to expose children and adults to an array of career possibilities.

Jobs & Employment
Unemployment rates in Maryland continue to soar. In November 2016 statistical analysis, Baltimore City showed an unemployment rate of 7.7% compared to the national U.S. average unemployment rate of 4.6%. These high levels of unemployment have profound effects on the community including limited resources and access to adequate food, education, health care and overall quality of life. UCARE is committed to providing and educating individuals impacted by unemployment by hosting events specifically targeted at resume and skill building while also providing employment opportunities.

Youth Development
The youth make up a significant part of the rising independent adult segment. In Maryland, the age group 15-24 make up 13% of the population. That percentage is higher in Baltimore City. Troubled youth are faced with being homeless and displaced. UCARE is committed to providing youth-focused programs by helping them reach their highest potential. We empower them by providing classes on financial literacy, sporting events, health education and community resources that affect their overall well-being.
